On Thursday, November 11, 2021, Elizabeth Rosemary Stamper, loving mother of seven children, 18 grandchildren and 24 great grandchildren, passed away at the age of 89.

Elizabeth, better known as Betty, was born on March 31, 1932 in Portsmouth, OH to Lawrence and Cora Scherer. She was a graduate of  St Mary’s High School, and later attended Shawnee State University. Betty was the first woman patrol deputy for Scioto County, and she served in her role for 20 years. She also served as one of the pioneering women elected to New Boston city council. She was formerly married to Harold Stamper, and they raised four sons, David, Joseph, Timothy, Gregory, and two daughters, Diane and Maureen. Their second son Stephen John passed away as an infant.

Betty’s biggest loves in her life were God and her family. She was known for how fiercely she cherished her children, grandchildren, and great grandchildren. Betty extended this same care to those around her, from her neighbors to her church at Saint Monica Catholic Church, where she was a lifelong parishioner. She was known by many to be considered their second mother. As an animal lover, she always held her cats and dogs close, including those wandering the neighborhood. Betty regularly stood in the crowds at her children’s sporting events at Notre Dame and New Boston high schools. Her love for sports was also evident as a proud University of Notre Dame Irish football fan. Those who were lucky enough to be loved by Betty will never forget her warming presence, strong spirit, and infectious laugh.

Betty was preceded in death by her brothers, Eugene, Carl, and Robert (Bob) Scherer, her parents Lawrence and Cora, and her best friend and partner, Elmo Holbrook. She is survived by her six children, David, Joseph, Timothy, Diane, Gregory, and Maureen, grandchildren, great grandchildren, nieces, and nephews.

A viewing will be held at D.W. Swick Funeral Home in New Boston on Monday, Nov. 15 from 5-7 p.m. A funeral Mass will be held at St Mary of the Annunciation in Portsmouth on Tuesday, Nov. 16 at 11 a.m. with Father Joseph Yokum officiating.
